This is rumored to be John Hanson. The first US black president. He was on the back of the older (prior to 1990) 2 dollar bill and then put back in 2009. He and 6 other presidents after him have been excluded because the Article of confederation did not work well. When the (as we know it) constitution was written everything that happened prior to that date has been erased or forgotten or simply omitted. Well, since the color of the "ink" doesn't even remotely match, I'd say this "joke" is an unconvincing disaster. And a questionably racist one at that.
if you want to get into the nitty gritty, this is a depiction of something that never happened. we all know that the declaration of independence was not completely signed on the fourth of july, more like the 17th...at which point not all of the people were able to be their for a picture/ painting to be created.
I have a $2 dollar bill from 1995 with this on it. I always thought it was a misprint. I also have a 2003 one. I have older ones, but they have Monticello on the back.
