If you're going to leave a mess when you're tarting up an image, it's best to not do it somewhere prominent, such as a SI swimsuit issue. And then, not at one of the parts of the image typical sports fans who read the swimsuit issue might tend to look.

Of what benefit was the clone? Could the model have moved during a longer shutter exposure?
They were probably smoothing out some blemish in her skin and didn't notice they'd caught a piece of the suit in the stamp.
I would guess that they stretched her torso just a smidge, then found that they needed to raise her strap to show a little more cheek...
then the artist got called away to lunch before he finished, and someone uploaded the file while he was out.

You guys are complaining about this shop job, but what you don't realize is that the original photo shows a harbor seal wearing a pink ruffled tankini, so how about some love for the retoucher?
I think the reason for the clone was simple -- the original position had the strap lined up with glare from a rock behind her, so they moved things to get rid of that, but didn't do a thorough job.
It's (probably) not a PsD ... but WHAT is going on with her chest?!?! This can't possibly be the best shot they got.

nuanced creativity gone wrong
2. people get paid very well to direct, edit and

. . . . even if that was the case surely some kind of spot-exposure reduction could have been used on the rock by her ass.

The answer's actually very simple. Models and dancers wearing small costumes will wear double-sided carpet tape to prevent the outfit from sliding around (especially if it will slide off in a compromising way). Essentially, they neglected to photoshop out the carpet tape preventing her bikini from sliding into her butt crack.
As for her anatomy, that's more open to debate.
