Party City sent me a catalog. One costume set was "cowboys & native americans". Go back 5 pages and you see an "Indian"(not the Hindu type) solo costume. Great proofreading.

I'm not exactly sure why this one is on PSD. Clearly, it is a disaster. But, most Halloween items are throw away commodities.. as cheap as the packages that hold them. Frankly, I'd be more surprised to find any Halloween packages that had used exceptional Photoshop skills. Every Halloween package I've ever picked up was at least some form of a PSD. You could probably fill the PSD pages with nearly every Halloween costume package, let alone the skull candles and fake spider's webs.

No no no, you're getting it all wrong. This is clearly no PsD but a scene of a slightly adulterated version of "Hansel and Gretel".
See? Hansel has been caged up by the evil witch (middle) who is visiting him daily to check if he's fat enough to be getting slaughtered. Alas, Hansel doesn't have a twig to present her instead of a bony finger - but he does have a too-small Robocop suit! So, he's dressing up and presents the witch the boniest part he has to offer, which are his private parts. As the witch grabs it, his blood starts to boil, but since the helmet of his costume is much too tight, the blood cannot rush downwards, so his head starts swelling (left). This also explains his less than delighted facial expression.
Oh, and the person on the right is Gretel who is a in a diabolic mood, since she's about to push the evil pedowitch into the oven.

Unfortunately, 99% of the costume marketing materials for Halloween are from China. That means that the person putting together this ad basically had limited and cheesy material from which to choose. I'm sure they could have devised something new and more sophisticated. Instead, it appears they chose to pull from existing packages, which is easier and faster.
The reality is, even this ad itself is still considered a short term throw-away and it was certainly treated that way. Respectable site or not, Halloween has become a cheesy and fast marketing event (i.e., do it easy, do it awful, get it over with fast and move on to the next cheesy holiday marketing campaign).
Obviously the artist has some kind of issue with long and rigid object. The little girl have the broom stick missing and the devilish woman is missing the trident

The sexual exploitation of children puts real children at risk, and it's no laughing matter, especially if you know a child who has fallen victim to sexual exploitation and abuse.
