Putting aside any controversy over a $15 million dollar land deal, I think it's a little creepy when a middle-aged guy allows his elderly mother to sit in his lap.
On the cropped photo it looks like there's someone in a brown suit sitting behind Lap Mom, most likely the owner of the superfluous hand. Everyone wants to get in on the hugs!
At first sight I thought it was an unfortunate blending of two images of the same setup. But the second hand is not hers - it must be the man's own hand! Surely he must be so used to patting his own back by now it must have stuck. Judging from the text this might very well be true! Interestingly, when I try to do this myself the thumb points downwards. This man must have two right hands then, and it explains very well where the MISSING right hand from the model in the previous pic went. Case solved! Twice!!

After looking at this image for a while, I believe it is truly as PSD. If you hold your finger over a small version of the image and block out the arm in front, the image still works (the arm is in the correct position for the hand) and confirms that the second hand in back is, in fact, hers. Thus, it appears that two different photos of this same shot are being composited together. I believe the majority of this image is the image with the hand in back. The arm in front is seems to be the pasted element.
Sorry commorancy, you're incorrect, along with all those others who think there is a pasted in element in this image. It is just a badly cropped image, which is a PSD because they should have cropped out the hand as well.
However it is the hand of a third person who was sitting to the left (our right) of the old lady, and who was reaching all the way across to his right shoulder. the third person is wearing a dark green plaid jacket. This image has only a exposure adjustment layer added to over expose the image and bring out the detail of the third persons shoulder over the old ladies left shoulder.

There may have been someone sitting to her left, but in order for that hand to be in that position, the person's head (to her left) would have to nearly rest on her left shoulder. Otherwise, they would have had to dislocate their shoulder to get it that far over to his right shoulder. The front hand still appears, in fact, composited in. It appears this way because her fingertips appear to be embedded in his jacket and there is no shadow cast on the other hand from her jacket. These issues alone say compositing.
To me, your analysis of a green plaid jacket could just as easily be explained as jpeg artifacting.. which, if you compare closely to other parts of the couch is quite similar to the supposed 'green plaid jacket' theory.
Unless you can find an original uncropped image, I am still leaning towards bad compositing of two separate photos.

I must agree with commorancy. The fact that she's was pasted in front of her son -- an odd position that makes it look like she is sitting in his lap -- and she's slightly out of proportion. By all accounts, she should be slightly further away from the camera than her son, but her features look closer and larger.
The bit of corduroy on the right of the image could be the *left* shoulder of someone standing next to the man, pasted over with the the image of the mother.
Either way, it's reprehensible when news photography is manipulated in this way -- unlike glamour photography, where authenticity was always an utter illusion.

I think the extra hand is that of a dead person they are trying to hide, who objected to the deal because there was something dodgy about the deal.
The caption said she attended two meetings. Could be that the hand left over from the first meeting was still attached to his back.
