Cool... I'm seeing some huge 32x32 artifacts that are not on a 32x32 grid (but are on 16x16 grids). Could most of the dress be a composite from an MPEG4 video stream? (Which would explain why the leg and arm look wrong. Spliced from different frames.)
Other things modified:
- Left arm (photo right) looks spliced mid-bicep. It was likely smoothed.
- Hair, eyes, mouth, and bracelet modified.
- Face and shoulder were recolored.
- Background is a really bad splice/mask in. Not even chromakey.
- Horizontal stripe (mid-torso) was smoothed. Probably to remove wrinkles and/or shadows.

Very few people have one hip that hangs out substantially past their shoulder, at least in the crowd I hang out with. Perhaps she just has a 10" job in her upper thigh. That expalains it.
The link provided by ggg is a tedious little AOL exploit that makes your browser dance around and shows off ggg's anxious homophobia. Takes a few seconds to defeat but is very dull and might upset grandma or an employer.

Second, and no one seems to have mentioned this, but her right knee is pointed in the wrong direction for where her HIP is. Perhaps it's not even her Leg altogether?

I'm with cidsa and Heldriver on this. It certainly looks bad, but when you draw the form underneath the dress it all matches perfectly...even without crazy-wide hips. I put this down to an Art Direction/Editor disaster.

Generally the skirt is messing up all the features. Although actual blame should be on the photographer, he/she should be sacked for such a poor picture

Yup, I agree, Artur. Every time a girl sticks her hip to one side with a flouncy skirt on people seem to think her leg has fallen off. I would still make her hips higher and wider than your sketch but I agree that it's not a PSD.

The dress blowing upward (obscuring a lot) and it being empire-waisted is probably what is throwing everyone off. If it showed all of her legs, it would probably look better, we'd be able to see her somewhat slanted pose.
.. how has everyone, and I mean everyone, ignored the fact that her legs aren't even the same colour as the rest of her body? Oh and notice the subtle curve in the femur just above the knee when you try to piece her anatomy together like Albert did? Sure, you can trace the curve of her hips (they'd end up being surprisingly wide, I'm inclined to think even wider than in that second version) but only if you ignore the fact that her thigh has been slimmed to the point of being cylindrical, which is why it would have to join her body about a foot away from her crotch. Both of these observations combined seem to speak for the fact that they're just not her leg, but at any rate, this is indeed disastrous and not just weird.
Skin color seems consistent throughout, considering shadow et al. As for the rest, Artur's rendition seems right on the spot in my opinion. These debunkings may not be as funny, but they're still fun.
Nobody (with half a brain) really cares if the post is an actual PSD or not. But reading defensive comments on either side of the issue is equally entertaining.
I think many people here just want to see things. The other day I had to laugh so much when people was taking as impossible that folding on some guy's trousers, like his ankle was broken.
I work daily with photographs and very, VERY often you get strange effects and poses that trick the eye. Most of these model shooting photos have tons of PSD, but basically on the skin (smoothness, surface blur, etc), levels, sharpening, colors and some fixing like a small bite on some belly or enhancement of breastage, but there is no need at all to select a leg and move it 20 cm to a side just for the fun of it, it's useless and time-consuming work, and in this business there is not preciselly much time. Many of the PD that appear here are basically Editor / Art Director faults, but not Photoshop mistakes.
Still, I find funny to read all those comments of people convinced of a disaster, fighting for making their points prevail.
